[미국 노예해방 선언문 원문] 
The Emancipation Proclamation / January 1, 1863 
By the President of the United States of America: A Proclamation.

Whereas, on the twenty-second day of September, in the year of our Lord on-e thousand eight hundred and sixty-two, a proclamation was issued by the President of the United States, containing, among other things, the following, to wit:

"That on the first day of January, in the year of our Lord on-e thousand eight hundred and sixty-three, all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free; and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.

"That the Executive will, on the first day of January aforesaid, by proclamation, designate the States and parts of States, if any, in which the people thereof, respectively, shall then be in rebellion against the United States; and the fact that any State, or the people thereof, shall on that day be, in good faith, represented in the Congress of the United States by members chosen thereto at elections wherein a majority of the qualified voters of such State shall have participated, shall, in the absence of strong countervailing testimony, be deemed conclusive evidence that such State, and the people thereof, are not then in rebellion against the United States."

Now, therefore I, Abraham Lincoln, President of the United States, by virtue of the power in me vested as Commander-in-Chief, of the Army and Navy of the United States in time of actual armed rebellion against the authority and government of the United States, and as a fit and necessary war measure for suppressing said rebellion, do, on this first day of January, in the year of our Lord on-e thousand eight hundred and sixty-three, and in accordance with my purpose so to do publicly proclaimed for the full period of on-e hundred days, from the day first above mentioned, order and designate as the States and parts of States wherein the people thereof respectively, are this day in rebellion against the United States, the following, to wit:

Arkansas, Texas, Louisiana, (except the Parishes of St. Bernard, Plaquemines, Jefferson, St. John, St. Charles, St. James Ascension, Assumption, Terrebonne, Lafourche, St. Mary, St. Martin, and Orleans, including the City of New Orleans) Mississippi, Alabama, Florida, Georgia, South Carolina, North Carolina, and Virginia, (except the forty-eight counties designated as West Virginia, and also the counties of Berkley, Accomac, Northampton, Elizabeth City, York, Princess Ann, and Norfolk, including the cities of Norfolk and Portsmouth[)], and which excepted parts, are for the present, left precisely as if this proclamation were not issued. 

And by virtue of the power, and for the purpose aforesaid, I do order and declare that all persons held as slaves within said designated States, and parts of States, are, and henceforward shall be free; and that the Executive government of the United States, including the military and naval authorities thereof, will recognize and maintain the freedom of said persons.

And I hereby enjoin upon the people so declared to be free to abstain from all violence, unless in necessary self-defence; and I recommend to them that, in all cases when allowed, they labor faithfully for reasonable wages. 

And I further declare and make known, that such persons of suitable condition, will be received into the armed service of the United States to garrison forts, positions, stations, and other places, and to man vessels of all sorts in said service. 

And upon this act, sincerely believed to be an act of justice, warranted by the Constitution, upon military necessity, I invoke the considerate judgment of mankind, and the gracious favor of Almighty God. 

In witness whereof, I have hereunto set my hand and caused the seal of the United States to be affixed. 

Done at the City of Washington, this first day of January, in the year of our Lord on-e thousand eight hundred and sixty three, and of the Independence of the United States of America the eighty-seventh.

1862년 9월 22일을 기하여 링컨 대통령은 다음과 같은 내용의 선언문을 발표하였습니다.

현재 미국에 대하여 반란 상태에 있는 주 또는 주의 일부의 노예들은 1863년 1월 1일 이후부터 영원히 자유의 몸이 될 것이다. 육해군 당국을 포함하여 미국의 행정부는 그들의 자유를 인정하고 지켜줄 것이며, 그들이 진정한 자유를 얻고자 노력하는 데 어떠한 제약도 가하지 않을 것이다. 미국 행정부는 상술한 1월 1일에 여전히 미국에 대하여 반란 상태에 있는 주들과 주의 일부 지역이 있다면 이들 지역을 선포에 의해 지정할 것이다. 그리고 그날까지 주 또는 주민 유권자의 과반수 이상이 투표하여 선출한 대의원들을 성의를 가지고 미국 의회에 파견하고 있다면 이를 뒤엎을 만한 다른 증언이 없는 한, 그 주와 주민은 미국에 대하여 반란상태에 있지 않은 것으로 간주할 것이다. 

그러므로 미국의 대통령인 나, 에이브러햄 링컨은 미국 정부의 권위에 대한 실제 무장 반란시에 미국 육해군 총사령관으로서 부여된 권한에 의거하여, 그리고 이 반란을 진압하기 위한 적합하고 필요한 조치로서, 1863년 1월 1일부터 그 이후 100일 동안, 미국에 대항해 반란 상태에 있는 다음과 같은 주와 주의 일부 지역을 반란주로 지명하는 바이다.

상기 권한과 언급한 목적을 위하여, 나는 이상의 반란주로 지정된 주와 주의 일부 지역에서 노예로 있는 모든 사람은 이제부터 자유의 몸이 될 것임을 선포한다. 그리고 육군과 해군 당국을 포함하여 미국의 행정부는 상기자들의 자유를 인정하고 유지할 것이다. 나는 자유가 선언된 상기의 노예들에게 자기 방어를 위해 필요한 경우가 아니라면 모든 폭력 행위를 삼갈 것을 명한다. 그리고 그들에게 허용된 모든 경우에 적합한 임금을 벌기 위하여 출실히 노동할 것을 권유하는 바이다. 그리고 본인은 적합한 조건을 갖춘자는 미국 군대에 입대하여 요새, 진지 및 기타부서에 배치되고, 모든 종류의 선박에도 배치될 것임을 알리는 바이다. 그리고 진실로 정의를 위한 행위이며 군사상의 필요에 의하여 헌법에 의해 보증된 이 선언에 대하여 전능하신 하나님의 은총과 인류의 신중한 판단이 함께 하기를 기원한다
